Who regulates the market — iGO and the AGCO

Two bodies run the show. The Alcohol and Gaming Commission of Ontario (AGCO) is the regulator: it sets the rules, issues operator registrations, enforces standards, and can pull a licence. iGaming Ontario (iGO) is a subsidiary of the AGCO that acts as the conduct-and-manage entity — every registered operator signs a commercial agreement with iGO to offer real-money betting legally to Ontario residents. When a book says it’s “licensed in Ontario,” it means it holds an AGCO registration and an iGO operating agreement. That combination is what you’re checking for, and it’s verifiable on the AGCO’s public registry.

This matters because the licence is the whole point of the Ontario market. It isn’t a marketing badge — it’s a binding set of obligations covering how the book handles your money, your data, your complaints, and its advertising. A book operating without it, taking Ontario bets, is exactly the offshore category the province built this market to replace.

Licensed Ontario books versus PROLINE+

Ontarians have two legal routes, and they’re not the same thing. PROLINE+ is the Ontario Lottery and Gaming Corporation’s own online sportsbook — a Crown product, run by the government, sitting outside the competitive iGO market. The AGCO/iGO-licensed books are private operators competing against each other. Both are lawful. The practical difference comes down to competition: PROLINE+ has no rival forcing it to sharpen a line, so its margins and single-event pricing tend to be wider, while the licensed private books discount aggressively to win and keep customers.

That said, PROLINE+ is a fully sanctioned provincial product with the reliability that comes from being Crown-run, and its profits flow back to the province. For a casual bettor who values that, it’s a legitimate pick. For a bettor chasing price and market depth, the competitive licensed market usually wins on the numbers. Neither is offshore — both keep you inside Ontario’s protections.

What single-event and live betting look like here

Single-event betting — backing one outcome rather than a forced multi-leg parlay — is the baseline in Ontario, the same product legalized federally in 2021 and now offered by every licensed book and PROLINE+. Where the licensed market pulls ahead is depth: full alt-line boards, extensive player props, period and half markets, and same-game parlays across the major North American leagues plus soccer, tennis and more.
